Controversial plans for new homes in a village which were granted planning permission on appeal are set to come back to councillors this week. Kingsley Homes Limited has submitted a reserved matters application for 30 homes in Cubert – an application to deal with only layout and design details.
Cornwall Council’s planning committee had previously refused outline planning permission for the development on land off Wesley Road, but a government planning inspector allowed an appeal against that decision by the developer, meaning it could go ahead.

As a result a new application is set to be considered by the council’s central sub-area planning committee on Monday (June 6) which will consider the access, appearance, landscaping, layout and scale of the development.
Locals have been campaigning against the development for several years with a large pink banner being displayed across a house opposite the proposed development site urging people to object to the proposals. There were concerns about the loss of agricultural land and the impact more housing could have on the village.

Under the plans there would be 17 affordable homes and 13 open market properties and they will be a mix of flats, bungalows, two-storey detached and semi-detached houses and short terraces of three dwellings.
Local Cornwall councillor Adrian Harvey had asked for the application to be decided by the committee – instead of planning officers – due to concerns about the affordable housing saying that “it does not reflect parish need for affordable rented properties”.
The development would have a mix of affordable rent and intermediate housing in the affordable housing element – 47 per cent will be affordable rent and the rest would be intermediate housing, which includes shared ownership.
Cubert Parish Council has submitted a “strong objection” to the application saying the land take for the affordable housing does not meet the 50 per cent minimum required. It also objects to the “clustering of affordable homes and quality of finish comparing affordable and open market houses”.
In addition it raises concerns about “over provision of shared ownership against rented and lack of confidence the affordable homes will all be taken by parish residents”.
Planning officers have recommended that the application should be approved stating: “The layout is appropriate and makes best use of the land and the appearance along with landscaping will result in a good standard of development appropriate for this edge of village location.”
The central sub-area planning committee will meet on Monday (June 6) to consider the application.
